Dimensions — 4.20 in the law, 4.00 in every summary
Slovenia gives two findings at once: the car lies outside, and the height figure that circulates is wrong.
The scope is enumerated vehicle category by vehicle category in 2. člen (1), and M1 is not among them:
(1) Ta pravilnik velja za: – največje mere in mase motornih vozil kategorij M2, M3 in N ter priklopnih vozil kategorij O; – največje mere kmetijskih in gozdarskih traktorjev kategorij T in C …
Moreover, 4. člen defines what a trailer is, and the definition is a goods definition:
– »priklopnik« pomeni priklopno vozilo, namenjeno priključitvi na motorno vozilo (razen polpriklopnikov) ter konstruirano in opremljeno za prevoz blaga;
"Constructed and equipped for the transport of goods." A caravan is constructed to live in. And Priloga I repeats the same delimitation in the very row everyone quotes:
- motorno tovorno vozilo s priklopnikom 18,75 m
A tovorno vozilo is a goods vehicle. There is no row for a car with a trailer in the whole annex. Slovenia therefore has no length limit for a caravan outfit — for two mutually independent reasons: the car lies outside the instrument's scope, and the only 18.75 row expressly concerns goods vehicles.
And the same definition empties the caravan's own row, which this page missed at first. The row in Priloga I reads - priklopnik 12,00 m, and priklopnik is precisely the word 4. člen defines as built za prevoz blaga. The figure nevertheless stood in the table below for several rounds, with the same reasoning quoted two paragraphs above. That was inconsistent: the definition cannot apply when it empties the outfit's row and stop applying when it empties the caravan's. The cell now says none.
The width and the height are not affected, and the difference is worth reading. 1.2 c) reads vsa ostala vozila and 1.3 za vsa vozila — catch-all entries that do not carry the goods word — and 2. člen (1) expressly brings priklopnih vozil kategorij O into the scope. A caravan is category O. The width of 2.55 and the height of 4.20 therefore apply to the caravan; it is only the rows written on priklopnik that do not. The same instrument, three rows, two outcomes.
And the height is not 4.00. The annex says:
1.3 Največja višina (za vsa vozila) 4,20 m
That was read twice, the second time at raw-byte level from the issue's PDF to rule out a character error in the extraction. The figure is indirectly supported by gov.si e-uprava, where the ceiling for izredni prevoz category I is given as 4,2 m višine — had the general limit been 4.00, that category would have started there.

The annex also has a row with no counterpart anywhere else: a vehicle group specially arranged for transporting cars may be 22.00 m, but only on the motorway, the expressway and main roads.
The measuring method. 3. člen (2): all dimensions in Priloga I are measured according to the technical specification TSV 148 (road vehicles) and TSV 422 (tractors) respectively, brez pozitivnih odstopanj — without positive tolerances. The same wording Slovakia uses, and they are the only two that write it out.
Breaching the dimensions is in Slovenia not a prohibition but a reclassification, in the same way as in Slovakia: ZCes-1 32. člen makes the transport an izredni prevoz requiring a permit from the DRSI.
Method note: PISRS is a JS shell with an API token, the gazette is open. The legal database pisrs.si delivers an 11,805-byte empty shell; /api/… gives 404 and /extapi/predpis/PRAV7838 answers 498 "Za dostop do vsebine je potrebno podati API žeton!". A token requires an account, so a login, so a dead end. The way round was to fetch the whole issue of the Uradni list as PDF and extract the text — 11 MB, 1.6 million characters, with the instrument on p. 15835.
The amendment Ur. l. RS 48/2011 (Pravilnik o dopolnitvi Pravilnika o merah in masah vozil v cestnem prometu, no. 2297, in force the day after promulgation) was retrieved and read the same way, since 4.20 contradicts the figure that circulates and the claim may not rest on an unread amendment. Its 1. člen does exactly one thing:

It therefore touches the points on masses, not on dimensions, and adds a footnote about 44 tonnes on a single motorway stretch. The dimensions in Priloga I 1.1–1.3 are unchanged.
