Dimensions — verified from the regulation, not from the code
The Código da Estrada sets no dimensions itself. Article 57.º n.º 1 prohibits vehicles "cujos pesos brutos, pesos por eixo ou dimensões excedam os limites gerais fixados em regulamento" and leaves the figures to a regulation. That regulation is the Regulamento Que Fixa os Pesos e as Dimensões Máximos Autorizados para os Veículos em Circulação, an annex to Decreto-Lei n.º 99/2005, in the consolidated version DRE keeps under DL 132/2017. Article 3.º has its present wording from Decreto-Lei n.º 59/2023, in force 2023-07-22, which is also the regulation's most recent amendment.

The turning-circle requirement in art. 4.º is the same as Luxembourg's: outer radius 12.50 m, inner 5.30 m.
Art. 3.º n.º 2 reads in full "a) Veículos a motor de dois ou mais eixos (com excepção dos automóveis pesados de passageiros): 12 m; b) Reboques de um ou mais eixos: 12 m" and continues with buses, semi-trailer combinations and tourist trains. The exception in a) is the bus, nothing else, so a motorhome lies in the main rule.
This country is a counter-example worth noticing. The regulation is expressly a transposition of the EU directive — art. 1.º says it implements directive (EU) 2015/719, that is, the same body of rules the section The EU directive does NOT apply to a car-and-caravan outfit above is about. But Portugal has not copied the directive's scope. The directive applies to goods vehicles; the Portuguese regulation instead writes "qualquer veículo" and "veículos a motor de dois ou mais eixos", and excepts only a single category: art. 3.º of the decreto-lei itself excepts vehicles under Código da Estrada art. 120.º, which reads "equipamento militar circulante ou de intervenção de ordem pública afeto às forças militares ou de segurança". A car with a caravan therefore falls within the regulation.
The conclusion above stands — you may not assume the directive's figures apply to an outfit — but the reason is worth stating precisely: it is not the directive that binds, it is the national text, and that can be wider than what it transposes. Portugal and Luxembourg land on the same four figures as the directive, but for national reasons, and that must be read out country by country instead of assumed.
