Dimensions — verified from two instruments
Poland splits the dimensions across two instruments, and one of them is not enough. The outfit's length stands in the act, the rest in the regulation.

The regulation's wordings:

The act says the same about the outfit, and adds a rule none of the other retrieved countries has in that form:
4. Zespół pojazdów może składać się najwyżej z 3 pojazdów, a zespół ciągnięty przez pojazd silnikowy inny niż ciągnik rolniczy lub pojazd wolnobieżny – z 2 pojazdów.

An outfit drawn by something other than a tractor may therefore consist of two vehicles: the car and the caravan. No second trailer, no cart behind the caravan. The Swedish 24-metre limit assumes the opposite, that more units can follow.
A detail easy to over-read: 2,55 also occurs in the act's art. 60 ust. 6 pkt 1, but there it is about how far a load may project, not about the vehicle's width. The width is not in the act at all — whoever reads only the Prawo o ruchu drogowym finds no width limit and may draw the wrong conclusion.
The regulation does not itself define what is left out of the dimensions, but points onwards: § 2 ust. 5 refers to sekcji F części 2 załącznika XIII of the Commission's implementing regulation (EU) 2021/535. What applies to a Polish coupling device is therefore an EU question, not a Polish one.
That question has now been put to the EU text, and the answer is that the bar counts in. The page previously said it was not investigated; that is no longer true. Section F consists of a table of what may be left outside the dimension, column by column per vehicle category, and entry 6 is called "Mechanical couplings". It is marked x for M1, M2, M3, N1, N2 and N3 — but — for O1, O2, O3 and O4. A trailer may therefore not leave its coupling outside the length. That the marking is deliberate is visible from the next row: entry 7 concerns an additional coupling at the rear of a trailer, if removable, and it is x for O only. It is the rear coupling that may be left out, not the front one. The same regulation's section E moreover says outright in point 1.1.1 a) "Trailer: 12.00 m including the drawbar", and point 1.3 that an adjustable drawbar is measured horizontal and fully extended. Poland therefore stands as "with" in MATBASIS.
The chain applies to Poland, not to everyone who mentions the EU. It is precisely because § 2 ust. 5 names 2021/535 that the answer follows here. Countries that instead transpose directive 96/53/EC get no help from it: its art. 1.1 a) covers only M2, M3, N2, N3 and their trailers in categories O3 and O4, so never a car with a caravan. Greece, Moldova and Kosovo therefore remain silent.
Two amending regulations were issued after the consolidated text (Dz.U. 2024 poz. 983 and poz. 1417). Both have been read: the first extends a transitional rule about driving-school vehicles, the second adds a point about competition cars in § 1. Neither touches § 2. The figures above apply.

The path is not guessable: /eli/acts/DU/1997/602/text.html gives the 1997 original text, while the consolidated one lies under /text/U/<file>.pdf. The third country in a row where the official source happily serves the wrong version of itself.
