Norway does not set a national length limit but one per road. The chapter's table 4 divides the road network into 19.50 m roads, 15 m roads and 12.40 m roads, and which applies stands in Statens vegvesen's veglister. An outfit that is legal on one road may therefore be illegal on the next, and a single figure for Norway would be wrong whichever one you chose.
The height row rests on absence and is more weakly evidenced than the Swedish one: chapter 5 mentions height only in particular cases (timmervogntog, slepvogn over 30 tonnes). That a general limit is missing is likely but not searched as thoroughly as Sweden.
