80 km/h on ordinary roads outside built-up areas. 90 applies only to autosnelweg and autoweg, and only when the trailer's maximum mass is at most 3,500 kg. Article 22 yields to every lower figure in the besluit, and article 21 a is lower. The 90 you often meet comes from pages about the snelweg and does not apply outside it.

The Netherlands is the second country after Germany where 18.75 is the wrong figure for a car with a caravan specifically. 18.75 is in the same article, but lid 2 a gives it to combinations with a bedrijfsauto and lid 10 to a bus with a trailer. The passenger car has a point of its own, and it ends at 18.00.
A trap in the structure: the trailer rules stand in two divisions with almost identical wording. Afdeling 12 applies to trailers over 750 kg, that is, a caravan, and it is art. 5.12.6 that is the right one. Afdeling 13 applies to trailers under 750 kg. Both say 2.55 m, so the error would not have shown in the figure — only in the reference.
