Speed
80 km/h everywhere, motorway included, for моторни возила кои влечат камп-приколка. The point names the caravan with that word. The motorway exception in чл. 38 ст. 2 lists buses and goods vehicles but not the caravan, and ст. 3 requires the driver to keep to the vehicle limit even on a road where the law or the sign allows more. The rear speed plate in ст. 4 is required only of vehicles што се регистрираат во Република Северна Македонија — a foreign-registered outfit is exempt. Without a trailer, чл. 35 and 36 apply: 50 within built-up areas (up to 70 where the sign says so), 130 motorway, 110 expressway, 90 other roads.

Dimensions — nine entries in the length list, and none of them is a caravan outfit
North Macedonia builds the dimensions in two steps like its neighbours, but the stair is steeper: the traffic act does not mention dimensions at all. The figures stand in the Правилник за техничките барања за системите, составните делови, самостојните технички единици, опремата, димензиите и вкупните маси и осното оптоварување на возилата, issued by the economy minister under член 11 став (1) of the Законот за возила ("Сл. весник на РМ" 140/2008) and promulgated in "Службен весник на РМ" бр. 21 of 2010-02-12. The dimensions lie in the annex: член 3 став (3) says that "Димензиите и масите на возилата во сообраќајот на патиштата од категориите М, N и О се определени во Прилог I" — categories M, N and O, so both the car and the caravan.

The length list is the interesting one, because it is an enumeration without a residual entry. Т. 1.1 has nine indents: motor vehicle other than a bus 12.00 m, приколка 12.00 m, tractor unit with semi-trailer 16.50 m, товарно моторно возило со приколка 18.75 m, articulated bus 18.75 m, two-axle bus 13.50 m, bus with three or more axles 15.00 m, автобус со приколка 18.75 m, and a vehicle group specially built for transporting cars 22.00 m. There is no tenth entry for vehicle combinations in general. The two carrying 18.75 expressly name a goods vehicle and a bus respectively as the towing vehicle. The partial dimensions in т. 1.7 and т. 1.8 — 15.65 m and 16.40 m — both begin "група на возила, која ја сочинува товарно моторно возило и приколка" and are measured from the load space's front point, so they have no caravan application either.
That distinguishes North Macedonia from both Montenegro and Bosnia and Herzegovina. Montenegro has a general row, za vučno vozilo sa prikolicom, which catches the outfit at 18.75. Bosnia has two rows, of which one is general and gives 18.00. Here there is neither. A car with a caravan therefore has no length limit as an outfit in North Macedonian law — the same empty cell as Belgium, Lithuania and Slovenia, but for a fourth reason: not an exception in the scope and not a gap between two points, but an exhaustive list that simply never describes the combination.
The caravan's own 12-metre row has a weakness that must be written out. The word in т. 1.1 is приколка, and the regulation defines that word itself, in член 2 т. 35: "приклучно возило, наменето за приклучување на моторно возило (различно од полуприколка) и конструирано и опремено за превоз на товар" — built and equipped for the transport of goods. The caravan has a definition of its own two points earlier, т. 2: "приколка за домување е приклучно возило со посебна надградба и постојана опрема, што овозможува престој на лица". Read strictly by the definitions, the 12-metre row does not catch a caravan either; read by член 3 став (3), which puts the dimensions for the whole of category O in the annex, it does. The table above follows член 3, since that is the provision saying what the annex is for, but both figures in the length column stand more weakly here than in any other country in this document. The width and the height do not: т. 1.2 в) says "сите останати возила", all other vehicles, and т. 1.3 is written without an addressee at all.
One more figure applies to the outfit, and that without reservation. Т. 1.5: "Секое моторно возило или група на возила треба да бидат способни да возат во кружен појас со надворешен радиус од 12,50 m и внатрешен радиус од 5,30 m" — every motor vehicle or vehicle group, and група возила is defined in член 2 т. 37 as a coupled group of at least one towing and at least one towed vehicle taking part in traffic as a whole. Where the list in т. 1.1 never describes a caravan outfit, the turning-space requirement does so expressly. The width moreover has two increases a caravan does not reach: 2.60 m requires a heat-insulated body with walls of at least 45 mm and 3.06 m applies to tractors. The height has two: 4.20 m for city buses and 4.10 m for container vehicles.
Amendment position. Закон за возила 140/08 has been amended several times but not replaced, and the regulation from 21/2010 stands: the annual registers for 2010, 2011 and 2013–2025 contain no amendment to it. The consolidated ZBSP is on the other hand very much alive — footnote 1 enumerates sixteen acts up to 79/26, of which two are decisions of the constitutional court (У.бр.138/2017 in 191/18 and У.бр.59/2018 in 70/19), and čl. 38 nevertheless stands unchanged.
Method note: the annex existed only as an image, and became readable without OCR. The regulation's Прилог I is scanned — eleven pages without a text layer, in an environment where neither tesseract, pdftoppm nor pdftotext exists. The solution came out of the format itself: a /CCITTFaxDecode stream with /DecodeParms<</K -1/Columns N>> is byte-identical to a TIFF strip with Compression=4, so the streams could be repacked in a hand-built TIFF header of nine tags, opened with Pillow, stacked into whole pages and saved as PNG — and then read as images. It is the same kind of problem that stopped Montenegro, and this is the way past it when the page images lie in a PDF rather than in base64 in HTML.
Method note: three more obstacles, two solved and one not. The gazette's own server omits its intermediate certificate, so every client trusting the system root store gets a handshake error; that was solved by reading CA Issuers from the leaf certificate's AIA field, fetching the Sectigo intermediate, verifying it against /etc/ssl/certs/ca-certificates.crt and assembling a chain of our own — never by switching verification off. The annual register for 2012 could not be fetched at first: the file is listed on the register page but answered 404 to every name variant, and it was therefore the only year in which an amendment to the regulation could not be ruled out mechanically. That hole was closed on 2026-08-10. Every other year the file is called Hronoloski_registar_YYYY.pdf; 2012 alone lies under content/Hronoloski Registar_2012.pdf — a space instead of an underscore, a capital R and without the pdf/ directory. The register page carries both forms as two separate links, and the deviant one is the one that answers. The register has been fetched, 2.2 MB and readable, and the word димензи occurs zero times in the whole volume. With that the chain is unbroken 2010–2025: the only hit in any year's register is the regulation itself, entry 381 in the register for 2010, promulgated in 21/2. No amendment, no replacement, no repeal.
And член 3 ставови (1) and (2) refer the dimensions for category M1 and for M2, M3, N and O onwards to техничка спецификација ТСВ 144 and ТСВ 148, which are not promulgated in the gazette and are not published by the economy ministry — the ministry's own search function ignores the query string and returns the front page, and the standards institute's domain does not answer at all. Став (3) nevertheless puts the dimensions for M, N and O in Прилог I, so the specifications are not needed for the figures above, but they are a link in the chain that could not be opened. That is the only thing outstanding.
