Speed
50 km/h everywhere, and 70 km/h only where the sign says so. Article 11 sets 50 as the general rule for every driver and lets signage lower it to 30 or raise it to 70 on designated roads and places. Nowhere in the code is there a figure of its own for a trailer, an outfit or a motorhome, and the word caravane does not appear in it once — the caravan meets instead a flat driving ban in the municipal regulation. The cap is therefore the law's highest figure, 70, and in practice slows nothing on two square kilometres of city street.

Dimensions — two sets of rules, as in Gibraltar
Monaco is two square kilometres and two instruments that both set dimensions. One is the state's, the other the city's, and they overlap only in part. Read only one and you get the wrong answer in both directions: the state's code has no height ceiling at all, the city's regulation has no trailer ceiling at all, and the city's width figure is five centimetres looser than the state's.
The state's instrument is the Code de la route, Ordonnance Souveraine n° 1.691 du 17 décembre 1957, read in the consolidated version in force from 2026-07-04. The dimensions stand in article 54, in the wording replaced by Ordonnance Souveraine n° 10.633 du 20 juin 2024:
Sans préjudice des dispositions des articles 42 à 45 de la présente ordonnance :
1° La largeur totale des véhicules, mesurée toutes saillies comprises dans une section transversale quelconque, ne doit pas dépasser 2,55 mètres, à l'exception des superstructures à parois épaisses conçues pour le transport de marchandises sous température dirigée, pour lesquels la largeur maximale autorisée est de 2,60 mètres.

The city's instrument is Arrêté municipal n° 2007-256 du 27 février 2007 fixant les dispositions relatives à la circulation et au stationnement des véhicules en ville, read in the version in force from 2022-11-12. Article 2 2°:
La circulation des véhicules et ensemble de véhicules d'une longueur supérieure à 18,75 mètres ou d'une largeur supérieure à 2,60 mètres ou d'une hauteur supérieure à 4,30 mètres est interdite.

The width is 2.55, not 2.60. Article 54 1° applies to les véhicules without a category or goods condition, and the exception for 2.60 is expressly written for superstructures à parois épaisses conçues pour le transport de marchandises sous température dirigée — refrigerated bodies on lorries. A motorhome is not that. An outfit of 2.58 m therefore breaches the code even though the city's regulation, which permits 2.60, would have been silent. It is the same choice ALTERNATIV makes in Albania: we take the figure that binds whichever of the two instruments the reader meets.
The height is the city's, because the state has none. The word hauteur occurs twice in the whole code and both times concern something else — a ten-centimetre strip at the top of the windscreen, and a 0.20 m tall letter D. Without article 2 2° the height cell would have been empty. 4.30 m is the highest height figure in the whole material, well above the 4.00 that applies almost everywhere else, and can therefore not give a false alarm: whoever gets the warning in Monaco has already had it in every country driven through on the way there.
The outfit is 18.35, not 18. Article 54 2° gives an ensemble de véhicules 18 m and a train routier 18.35 m, and a car with a trailer behind it is literally both. Train routier is the specific rule for a towing vehicle plus a trailer, and the specific rule prevails over the general; besides, 18.35 is the looser figure, so both routes lead to the same answer under the rule of warning only when the breach is certain. The city's 18.75 is looser than both and therefore never binds first.
The drawbar is counted out. Remorque, non compris le dispositif d'attelage : 12 mètres says it with the same clarity as Finland and the United Kingdom, and Monaco therefore enters MATBASIS as "without". The app asks for the caravan's total length with the bar included, so a caravan of 12.80 m is legal here — the caravan itself is 12.00 and the bar lies outside the figure.
Caravans may not be driven in Monaco
This is the most important find on the page, and it is not a dimension. Article 4 of the same municipal regulation:
1° Le stationnement des camping-cars est interdit sur toutes les voies et places publiques de la Principauté. Le stationnement de ces véhicules est autorisé dans le parking dit « des écoles », sis dans le quartier de Fontvieille.
2° La circulation des remorques à usage d'habitation du type caravane est interdite sur les voies et places publiques.
Point 2° is a flat driving ban: a caravan may not be towed on Monaco's streets at all, however short and narrow it is. Point 1° concerns the motorhome and is milder — it prohibits parking, not travel, and designates a single lawful place, the school car park in Fontvieille.
The dimension guard had no such warning class until now. It compared figure with figure, and against an outright prohibition there is no figure to compare with — a caravan owner driving into Monaco would have met silence, and silence in this app means "nothing to say". That is why the dimension guard has been able to carry a plain prohibition since 2026-08-10, and Monaco is the only country that triggers it. A prohibition can never become a false alarm the way a dimension limit can: it does not hang on a figure the user has entered, nor on which road they chose, nor on how a vehicle class is to be read. It applies or it does not, and here it applies.
The caravan cell in the table nevertheless stands at 12.00. The figure is correct — article 54 2° applies to every trailer in the principality — and emptying the cell would have been to let a municipal public-order regulation erase a state dimension. The prohibition is shown alongside instead, and whoever drives in with a caravan sees the prohibition first.
That the parking ban for motorhomes is not shown is a deliberate choice of the same kind as Gibraltar's Inner City: the app knows where you drive, not where you intend to stand. A "you may not park here" popping up at the border of a country you are merely driving through would be exactly the sort of noise that makes warnings stop being read.
The speed in full
Article 11, in the version given by Ordonnance n° 9.615 du 30 octobre 1989, replaced by ordonnance n° 1.334 du 8 octobre 2007:
Tout conducteur est tenu de ne pas dépasser la vitesse de 50 kilomètres à l'heure. Toutefois, la vitesse peut être limitée sur certaines sections de voies à 30 kilomètres à l'heure ou bien à 70 kilomètres à l'heure sur les voies et lieux mentionnés par la signalisation publique.
Nowhere in the code is there a figure of its own for a trailer, an outfit or a motorhome. The word caravane does not occur once in the whole Code de la route — it stands only in the municipal regulation, and there as a prohibition. The cap is therefore 70, the highest figure the law permits anywhere in the country, and it is in practice inert in the same way as Andorra's: it can only slow a stretch, never speed one up, and Monaco has no stretches tagged above 70.
One more rule that is not a limit but applies to a large outfit: whoever's gabarit ou … chargement dépasse 2 mètres de largeur ou 8 mètres de longueur, remorque comprise must slow down and if necessary stop to let smaller vehicles past where the carriageway is narrow. It is a behavioural requirement, not a dimension, and therefore has no cell.
Method notes
legimonaco.mc cannot be read as a website, but its search index is open. The register's own browsing is entirely JS-driven and gives no links to follow. In env-config.js stands the address of the site's Elasticsearch proxy, and esSearch.js shows the form: a POST to https://legimonaco.mc/~~search/depot/_search with Content-Type: application/json and an ordinary ES query in the body answers 200 without authentication. Each hit carries enBody with the whole statute text, enTitle with the headings, path, startDate and endDate — and it is endDate that decides which version is in force: the version in force lacks that field. The sub-indexes circulation/_search and search answer 403; only depot is open.
The search index's body text lacks article numbers. enBody is the instrument flattened, without the numbering markers that make a phrase citable. The article numbers had instead to be taken from the site's HTML pages for the same documents, which are server-rendered and carry Article 1er / 2 / 3 … in plain text. The numbers above are moreover checked against the text's own cross-references: article 54 is confirmed by the sentence "Les dispositions de l'article 54 (1°) de la présente ordonnance sont applicables aux véhicules à traction animale", and article 11 by the penalty article's reference to it.
