The wordings, comma 1:

The height has an exception in the wrong direction for us: city buses in scheduled service may be 4.30 m. That raises no bridges — it is the vehicle that may be taller, not the road.
The outfit row hangs, exactly as in France, on a definition. Art. 61 comma 2 enumerates autoarticolati, autosnodati and lastly:
gli autotreni e filotreni non devono eccedere la lunghezza massima di 18,75 m
Is a car with a caravan an autotreno? Art. 54 h answers without reservation:
h) autotreni: complessi di veicoli costituiti da due unità distinte, agganciate, delle quali una motrice.
Two coupled units, one of which does the pulling. No weight limit, no vehicle class, no requirement of goods transport — the same open wording as the French one, and the same outcome: 18.75 m. Italy therefore lands with France, Spain and Austria, against Germany and the Netherlands.
Note that the twelve metres are compresi gli organi di traino. That is the French way of measuring, not the British: the coupling device counts within the caravan's length.
The caravan has a definition of its own in art. 56 comma 2 e, worth setting beside the Spanish one:
e) caravan: rimorchi ad un asse o a due assi posti a distanza non superiore ad un metro, aventi speciale carrozzeria ed attrezzati per essere adibiti ad alloggio esclusivamente a veicolo fermo;
Esclusivamente a veicolo fermo — living in it is permitted only when the vehicle is stationary. It says, just as little as the Spanish one, anything about where it may stand.
The route there: normattiva.it answers 200 with a JavaScript shell at the usual addresses, and caricaArticolo?... gives HTTP 500. The URN resolver goes past both: https://www.normattiva.it/uri-res/N2Ls?urn:nir:stato:decreto.legislativo:1992-04-30;285~art61!vig= returns the server-rendered article with its version date in it.
