The outfit row needs an intermediate step. R312-11 has two candidates: 8° train routier at 18.75 m and 11° "Autres ensembles de véhicules : 18 mètres". Which applies is decided by the definition in R311-1 point 7.2:
Train routier : ensemble constitué d'un véhicule à moteur auquel est attelée une remorque ou une semi-remorque dont l'avant repose sur un avant-train
No weight limit, no vehicle class, no requirement of goods transport. A car with a caravan is therefore a train routier and gets 18.75 m, not 18. That is the opposite of how it went in Germany and the Netherlands, where the counterpart of the French wording had exceptions built in.
The caravan row hides a difference that is easy to miss: R312-11 I 3° a says "Remorque de catégorie O, y compris le dispositif d'attelage : 12 mètres" — the coupling device counts in. The United Kingdom counts it out, Finland expressly excludes the drawbar. Twelve metres in France is therefore a smaller caravan than twelve metres in Denmark, where the wording says nothing.
The height row rests on absence, and it has been searched the same way as the Swedish one: the whole of chapter II (Poids et dimensions, art. R312-1 to R312-25, all 25 articles in a single retrieval) contains the word hauteur once only, in R312-16: "La hauteur des motocyclettes, des tricycles et quadricycles à moteur et des cyclomoteurs ne peut excéder 2,50 mètres." Cars and trailers are not mentioned. There is no French height limit for a car-and-caravan outfit.
The route there: legifrance.gouv.fr answers 403 with Cloudflare's "Just a moment…" to curl. The pages are however server-rendered, so Wayback has usable copies. web.archive.org/web/<ts>id_/… gave a 302 to an empty record — without id_ the whole page came through. A case where the rewritten archive page is better than the raw bytes.
