Dimensions — the figures stand in a regulation on heavy transport, not in the traffic act
Bulgaria has no dimension limits in its traffic act. The Закон за движението по пътищата says in чл. 139 only that a vehicle may be driven with dimensions, mass and axle load not exceeding the norms the minister sets, and the norms stand in a regulation that is not about ordinary vehicles at all but about извънгабаритни, vehicles outside the dimensions. The figures we need are therefore a by-product: they are the definition of what counts as a special transport.

The scope is contradictory, and that matters. Чл. 1 states what the regulation governs:
Чл. 1. С наредбата се определят:
1. допустимите размери, маса и натоварване на ос на категориите пътни превозни средства и техните ремаркета съгласно чл. 139 от Закона за движението по пътищата, наричани за краткост "ППС", които не представляват опасност за участниците в движението;
2. условията и редът за движение на извънгабаритни и тежки ППС по пътищата, отворени за обществено ползване.
That is category-neutral: all vehicle categories and their trailers. But in the Допълнителни разпоредби § 1 stand two definitions pulling the other way:
2. извънгабаритните и тежките ППС включват основно следните категории: а) M₂, M₃ и техните ремаркета от категория О; б) N₂, N₃ и техните ремаркета от категории О₃ и О₄
4. "ремарке" е ППС (с изключение на полуремарке), конструирано и оборудвано за превоз на товари, предназначено да бъде свързано с моторно превозно средство;
Point 2 enumerates buses and heavy goods vehicles and their trailers — M1 and O1/O2 are missing — but does so with the word основно, mainly, which is a description and not a delimitation. Point 4 is more troublesome: a ремарке is defined as built for the transport of goods, and a caravan is built for living in.
What decides is point 6 in the same paragraph, which defines the outfit without naming either a category or a load:
6. "състав от пътни превозни средства" е: а) моторно превозно средство и свързано с него ремарке, или б) съчленено пътно превозно средство, състоящо се от моторно превозно средство и свързано с него полуремарке;
The same neutral language returns in чл. 5, ал. 11, which sets a turning-circle requirement for всяко движещо се моторно превозно средство или състав от ППС — every motor vehicle or outfit in motion. Taken together: a car with a caravan is caught, but whoever reads only the definitions list may reach the opposite conclusion. It is a third variant of the same delimitation question this whole section is about, and Bulgaria is the first country where the text points both ways at once.
The figures. Чл. 5, ал. 1:
1. широчина на: а) всички ППС, с изключение на превозните средства, посочени в буква "б" - 2,55 m; б) хладилно или надстройки на изотермични превозни средства или изотермични контейнери или сменяеми каросерии, транспортирани с превозни средства - 2,60 m;

The measuring method is the most precisely written in the whole material. Two provisions say how, and one of them expressly closes the door on rounding:
(14) Всички допустими максимални размери се измерват в съответствие с изискванията на приложение № 2 от Наредба № 60 от 2009 г. за одобряване типа на нови моторни превозни средства и техните ремаркета (ДВ, бр. 40 от 2009 г.), без да се допускат допълнителни толеранси.
The dimensions are therefore measured exactly as at type approval, and чл. 28, ал. 2 adds that it is the manufacturer's entered data for the specific type, variant and version that apply. No other country in the material has written out that no additional tolerances are allowed. The load counts in: чл. 2 defines an извънгабаритно vehicle as one where at least one of the dimensions със или без товар exceeds the figures in чл. 5, which means the limit must hold in both states.
Two further geometric requirements apply to the outfit and stand nowhere else in the material. Чл. 5, ал. 7: Разстоянието между задната ос на моторното превозно средство и предната ос на ремаркето не трябва да бъде по-малко от 3,00 m — a minimum distance of three metres between the car's rear axle and the caravan's front axle. Чл. 5, ал. 11: the outfit must be able to turn within a ring of outer radius 12.50 m and inner 5.30 m. And чл. 29: the trailer's lateral swing relative to the car may not exceed 3 per cent of its overall width in either direction.
Exceeding them is not prohibited, it requires a permit — and the permit is not written for leisure vehicles. Чл. 8, ал. 1 says that traffic with извънгабаритни ППС takes place within the framework of специалното ползване на пътищата and is allowed когато е невъзможно или нецелесъобразно да се използва друг вид транспорт или когато товарите не могат да бъдат разглобени на части — when it is impossible or inappropriate to use another mode of transport, or when the goods cannot be divided. The assessment therefore presupposes goods. The permit is issued by Агенция "Пътна инфраструктура", the regional road office or the municipality within five working days of the application and the road charge being paid (чл. 14–15).
The practically most important thing for anyone who ends up there is чл. 12, which replaces the speed limits:
Чл. 12. Извънгабаритните ППС:
1. трябва да се движат със съобразена с пътните условия скорост, но не по-голяма от: а) 70 km/h - по автомагистрали; б) 50 km/h - извън населено място; в) 40 km/h - в населено място; г) 40 km/h - когато се съпровождат; …
3. при паркиране да са извън платното за движение на разстояние не по-малко от 2 m от неговия ръб.
A vehicle that is too wide, too tall or too long therefore does not drive at the country's ordinary speeds but at 70/50/40, and чл. 13 moreover prohibits travel in darkness and during rush hour, in visibility under 50 m because of fog, heavy rain or snowfall, and on ice. Only at a width over 3.50 m, a height over 4.70 m or a length over 24.00 m — or a gross weight over 60 t — is an escort required under чл. 10.
Method note. The regulation's consolidated version exists only as PDF, and our PDF reader gets the figures out but not a single Cyrillic character: the file has five /Type0 fonts with /ToUnicode CMaps that the extractor does not apply. The pages were therefore rendered with ghostscript to PNG at 150 dpi and read as images — the same method as for Kosovo. The Закон за движението по пътищата has not been read in the original: the interior ministry, which administers the act, sits behind a Cloudflare challenge requiring JavaScript in a real browser, and Bulgaria publishes no official free consolidated statute collection. Чл. 139 is therefore reproduced as the regulation itself quotes it in its чл. 1, not from the statute text. The figures in the table above are on the other hand read directly from the issuing ministry's own consolidation.
