70 km/h outside built-up areas, 35 km/h within built-up areas, 80 km/h on the autostradë, for autotrena të përbërë nga një automjet dhe nga një rimorkio. Neni 140.3 e) refers to neni 54, pika 1, shkronjat h), i) and l), and h) defines autotrenat as komplekse mjetesh të përbëra nga dy njësi të veçanta të lidhura bashkë, nga të cilat njëra është udhëzuese — two coupled units of which one does the pulling. No goods clause, no weight limit: a car with a caravan is an autotren. Without a trailer, neni 140.1 applies: 130 autostradë, 90 main road between towns, 80 secondary and local road between towns, 40 within built-up areas. Note neni 140.4: vehicles in pika 3 must carry a speed plate at the rear, and for an outfit the plate sits on the caravan. The paragraph excepts only shkronjat a) and h), not e), and makes no distinction by country of registration.

Dimensions — the figures were removed from the law two days before this was written
Albania is the only one of the countries retrieved so far that writes the caravan and the motorhome with dimensions of their own, under their own names, in the traffic act itself. It is also the only country where those figures have just ceased to apply.

The dimensions stood in neni 61 until 6 August 2026. This is how the article read in the version immediately before the amendment, the consolidation as of 2023-04-11:
Neni 61 — Përmasat gabaritë kufitare. 1. Me përjashtim të rasteve të përcaktuara në nenin 10 dhe në pikat e tjera të këtij neni, çdo mjet rrugor, duke përfshirë edhe ngarkesën e tij, duhet të ketë: a) gjerësi maksimale jo më të madhe se 2,55 m. Point 3 exists in no other country we have read. The motorhome may be 8 metres, the caravan 6.50 metres with one axle and 8 metres with two, the coupling device included in both cases — so not 12 metres, but half. And the height of a caravan is measured not against a fixed figure but against the caravan itself: it may not exceed 1.8 times the smallest track width between the wheels. A caravan with a 2.0 metre track may therefore be 3.6 metres tall, a narrower one less. It is a rollover rule, not a bridge-height rule, and it is the only one of its kind in the whole material.
What the words mean stands in the same law. Neni 54.1 k) defines the motorhome:
Autokampe: mjete që kanë një karroceri speciale dhe janë të pajisur në mënyrë të përhershme për t'iu përshtatur transportit dhe strehimit të deri shtatë njerëzve, duke përfshirë edhe drejtuesin e mjetit;
Neni 56.2 e) defines the caravan:
rimorkio kamp: rimorkio me një aks ose me dy akse të vendosura në një largësi jo më shumë se një metër, që kanë një karroceri të veçantë dhe të pajisur për t'u përdorur si vendstrehim, por vetëm kur mjeti është i ndalur;
The definition of a motorhome accommodates at most seven people including the driver. And the Albanian two-axle caravan is a bogie caravan: two axles at most one metre apart. A caravan with two axles further apart than that is, by the law's systematics, not a rimorkio kamp at all.
Since 6 August 2026 there are no figures in neni 61. Ligj nr. 58/2026 neni 2 replaced the whole article:
Neni 61 — Përmasat gabaritë kufitare. 1. Me përjashtim të rasteve të përcaktuara në nenin 10 të këtij ligji, mjetet rrugore, duke përfshirë edhe ngarkesën e tyre, duhet të kenë përmasat gabaritë, të përcaktuara me vendim të Këshillit të Ministrave.
Neni 3 did the same with the weights in neni 62. Neni 11 gives the government a year to adopt the regulation:
Neni 11 — Akti nënligjor. Ngarkohet Këshilli i Ministrave që brenda 1 viti nga hyrja në fuqi e këtij ligji të miratojë aktin nënligjor në zbatim të neneve 61 dhe 62 të Kodit Rrugor.
Neni 12 sets entry into force at fifteen days after promulgation. Promulgated 2026-07-22 means in force 2026-08-06. The deadline for the regulation therefore runs to 2027-08-06.
The regulation does not yet exist. A full-text search of QBZ's act register for përmasat gabaritë kufitare among the vendim acts gives two hits, both in the 2008 transport strategy, and no new VKM. The implementing regulation to the traffic act, VKM nr. 153, datë 7.4.2000 in the consolidated version as of 2026-07-02, contains no dimensions of its own: both of its passages on gabarit refer back to the act — "përmasa gabarite kufitare, që i kalojnë ato të përcaktuara në nenin 61 të Kodit Rrugor" and "limiteve të përmasave gabarite, të përcaktuara nga neni 61 i Kodit Rrugor". When neni 61 was emptied of figures, the reference was emptied too.

This is a legal position, not a retrieval error, and the document reports it as it is: the Albanian figures above are the most recent version that actually had legal force, and they ceased two days before this was written. What applies in practice at a check in the meantime cannot be read out of any published text, and we therefore do not claim it. The amending act's neni 1 states that it partly approximates directive 96/53/EC — which is worth noting in itself: harmonisation with the EU directive was what removed the only rule in the whole material that was written about a caravan.
Measuring method. The caravan's length is measured duke përfshirë dhe mekanizmat e tërheqjes, the coupling device included, expressly in neni 61.3, and the same wording stands in 61.1 c) for vehicles in general. The width is counted without the folding mirrors, expressly in 61.1 a) and 61.4. The load is included in the dimensions: neni 61.1 says duke përfshirë edhe ngarkesën e tij.
Projecting loads. Neni 162.2 permits a load to project rearwards, but never forwards, and only with indivisible goods up to 3/10 of the vehicle's length and within the limits in neni 61. Neni 162.3 permits a sideways projection of at most 30 cm from the position lamps front and rear. A projection must under 162.6 be marked with one or two rectangular panels of fluorescent reflective material, perpendicular to the vehicle's longitudinal axis. Fine 1,000–3,000 lekë, and under 162.9 the vehicle may not continue until the load has been restowed. If the gabarit dimensions themselves are exceeded it is no longer a loading rule but a mjet jashtë norme under neni 10, requiring a permit.
And then there is neni 183, which no other traffic act we have read has. The article is called Qarkullimi dhe qëndrimi i autokampeve and concerns only motorhomes:
2. Qëndrimi i autokampeve, aty ku lejohet, në zonën rrugore, nuk përbën kampim, në qoftë se automjeti nuk mbështetet në terren, përveçse me rrotat, nuk lëshon rryma të tjera shkarkimi, përveçse ato të propulsorit mekanik, dhe nuk zë sidoqoftë zonën rrugore në masë më të madhe se madhësia e vetë mjetit.
3. Në rast qëndrimi ose parkimi me pagesë, për autokampet zbatohen tarifa 50% më të mëdha se ato të zbatuara për autoveturat në parkime të njëjta të zonës.
4. Ndalohet shkarkimi nga autokampi i mbetjeve organike dhe i ujërave të pastra dhe të ndotura në rrugë dhe në zona publike jashtë impianteve të caktuara të shkarkimeve higjieniko-shëndetësore.
Point 2 says what separates standing from camping, with three conditions: the vehicle rests only on its wheels, nothing is discharged except the engine's exhaust, and no part of the road area is occupied beyond the vehicle's own footprint. If the three are met it is not camping, and then under point 1 the same rules apply as for every other vehicle. Point 3 expressly permits paid parking to charge 50 per cent more for a motorhome than for a car in the same place. Point 4 prohibits emptying of toilet and grey water on roads and in public places outside a designated facility, with a fine of 500–2,000 lekë under point 6, and point 5 extends the prohibition to all other vehicles with a tank of their own. Point 7 puts on the municipalities the duty to establish aires with a disposal facility and to signpost them.
Method note. qbz.gov.al is an Angular client without server-rendered text; none of the content appears in the page source. Behind it lies an Alfresco archive whose public search and node API answer without a login at /alfresco/api/-default-/public/search/versions/1/search and /nodes/{id}/content respectively, as appears from app.config.json at the site root. The acts lie in the tree /Company Home/Aktet/{act type}/{body}/{year}/{month}/{day}/{no}/ with a base folder and a consolidation folder per amendment, and the latest folder for the Kodi Rrugor is called cons-2026-07-23. No login was used and none was needed. That the amendment is four days older than the consolidation and two days older than this text is why the section reports two versions instead of one. The search for an implementing VKM was made both on act name and on full text with Alfresco's highlight mode, which is how the quotations from the 116 MB VKM 153 file were obtained without the file being downloaded.
