The whole row is a single article, and the article says nothing:
Article 64. Limitacions de masses i dimensions La longitud, l'amplada, l'altura o la càrrega dels vehicles que circulin per una via no ha de sobrepassar la que es determini reglamentàriament o, si escau, la que assenyali la via per la qual circulin.
Two routes, then: a regulation, or a sign. The second is the one that applies, and that is why Andorra gets the same marker as Norway — per road. The figure is on the sign, not in the law, and the app must stay silent about what it does not have.
The speed rule has the same void. Art. 8.2 expressly opens for a separate limit to be set for conjunts de vehicles, that is, vehicle combinations:
2. Prevalen sobre els límits màxims de velocitat indicats anteriorment els que es fixin per a determinats vehicles o conjunts de vehicles per raó de la càrrega o de les característiques especials.
That limit is to be fixed somewhere else, and somewhere else it does not exist — the same delegation to a regulation that never came. The cap is therefore the rural 90 straight off, and it is in practice inert: the app only slows a segment, never speeds it up, and no road in Andorra is signposted above 90.
Why there is no regulation to point at
It looks like a gap that ought to be fillable, and four sources were tried before the conclusion was written. None carries the figures:
- Decret 212/2022, Reglament regulador de les condicions tècniques dels vehicles (BOPA no. 66, 1 June 2022, a hundred pages). This is the regulation under Llei 12/2021, but it governs inspection, type approval and technical characteristics. A search of the whole text gives zero hits on 2.55, 2.60, 12.00 and 18.75. The word dimensions occurs fourteen times, about tyres, mirrors, school signs and bodywork alterations — never as a maximum limit.
- Reglament, del 24 d'abril del 2002, regulador de la circulació de vehicles de transport de mercaderies i especials. This one has figures, and this is where it gets interesting. See the next section.
- Llei 12/2021 art. 39 Dimensions de la càrrega, which contains a 2.55. But the paragraph it stands in begins "En els vehicles destinats exclusivament al transport de mercaderies", and concerns a load's overhang on a goods vehicle. A caravan is not that.
- Llei 12/2021 art. 65–66 on transports especials and vehicles especials. Both refer back: "els límits que estableix l'article anterior", that is, art.
- The circle closes without ever naming a figure.
Add to that that Disposició final primera obliged the government to adopt the necessary regulations within three months of publication in BOPA. The law was published on 2 June 2021. The dimensions regulation has not come.
The broken reference
The 2002 reglament defines its own scope like this:
Article 1. Transports especials
1. Els transports especials són tots aquells que transporten una càrrega indivisible que sobrepassa de pes i/o dimensions màximes les establertes en els articles 76, 77 i 78 del Codi de la circulació.
Articles 76, 77 and 78 are precisely the dimensions articles of the 1999 Codi de la circulació. And they are repealed:
Disposició derogatòria Queda derogada la Llei del Codi de la circulació, del 10 de juny de 1999, així com les successives modificacions de la mateixa llei, excepció feta de les previsions contingudes al seu article 209 …
The exception concerns art. 209, which is about pleasure craft. The dimensions are not excepted, and no transitional provision keeps them alive — Disposició transitòria primera concerns inspection, the second concerns boats.
What remains is therefore a regulation whose founding concept points at articles that no longer exist. The consolidated text on portaljuridicandorra.ad still carries the reference word for word. It is not our business to fix, but it is our business not to pretend it holds.
The regulation's own tables do not help either. Art. 3 categorises vehicles especials — working machines, not caravans — and its lowest category VE-A ("Amplada fins a 2,55 m inclòs, Llargada fins a 12 m inclòs, Alçada fins a 4 m inclòs") is moreover excepted from the whole reglament under art. 5.1. To borrow those figures as a general limit would be to quote an exemption rule for working vehicles as if it were a prohibition rule for caravans.
The 1999 figures — history, not law in force
They stand here because they are easy to find and easy to cite wrongly. None of them applies.
Article 77
77.1. L'amplada total dels vehicles buits o carregats … ha de ser, en qualsevol secció transversal, inferior o igual a 2,55 m.
77.2. Per excepció … els vehicles frigorífics amb paret gruixuda (igual o superior a cinc centímetres) poden tenir una amplada total màxima de 2,60 m. … L'altura màxima total del vehicle, inclosa la càrrega, no pot ser superior a 4 m.
Article 78 La longitud màxima no ha de sobrepassar els valors següents: Vehicles amb motor i remolcs, independentment del nombre d'eixos: 12 m; Autobusos: 15 m;
Vehicles articulats, excepte autobusos: 16,5 m; Autobusos articulats: 18 m; Tren de carretera: 18,75 m.
Those are the usual European figures, and the temptation to write them into the table is strong precisely because they look so reasonable. But a warning must be carried by an article of law in force. To warn a traveller in Andorra against 18.75 m on the strength of a repealed article would be exactly the false positive the whole dimension guard exists to avoid — and it would moreover be hard to detect, since the answer looks right.
The guard and the map
Andorra is missing from Natural Earth 110m, which until 2026-08-09 was the source for the map's zone layer. Andorra la Vella therefore lay inside France's polygon, and a traveller in Andorra got French answers: an outfit of 19 m was warned against France's 18.75 — a figure Andorra does not have. The country now has an area of its own and all five cells are silent with a reason. The find was moreover what drove the measurement of the whole map, and thereby the switch to 50m: see Where the guard sees nothing.
It is worth saying outright what this page achieves: it removes five warnings and adds none. That is a full result. Silence with an article of law is what the material should give when the law gives no figure.
